導(dǎo)讀——近日，世界衛(wèi)生組織提出第二階段新冠病毒溯源計(jì)劃，在中國(guó)各界引發(fā)熱議，中青科協(xié)會(huì)同993名會(huì)員，寫(xiě)了致世衛(wèi)組織總干事譚德塞的公開(kāi)信，已于8月23日通過(guò)世衛(wèi)組織駐華代表處提交，全文如下：

尊敬的譚德塞先生：

首先向您致以真摯問(wèn)候。中國(guó)青年科技工作者協(xié)會(huì)是由中國(guó)青年科技英才和地方、行業(yè)專(zhuān)業(yè)團(tuán)體組成的社會(huì)組織，會(huì)員涵蓋科學(xué)研究和技術(shù)發(fā)展所有領(lǐng)域。我們協(xié)會(huì)秘書(shū)處代表全體會(huì)員借此信對(duì)世界衛(wèi)生組織秘書(shū)處第二階段新冠病毒溯源工作計(jì)劃的合理性和科學(xué)性提出質(zhì)疑。

我們認(rèn)為，此前世衛(wèi)組織-中國(guó)聯(lián)合研究報(bào)告基于由中國(guó)專(zhuān)家和來(lái)自世衛(wèi)組織及10個(gè)國(guó)家的國(guó)際專(zhuān)家組成的國(guó)際聯(lián)合專(zhuān)家組在武漢28天的事實(shí)研究和專(zhuān)業(yè)分析，充分體現(xiàn)了嚴(yán)謹(jǐn)求實(shí)的科學(xué)態(tài)度和專(zhuān)業(yè)精神。這項(xiàng)工作的過(guò)程及其成果受到了國(guó)際社會(huì)和科學(xué)界的廣泛認(rèn)可，應(yīng)當(dāng)?shù)玫桨ㄊ佬l(wèi)組織秘書(shū)處在內(nèi)的各方的尊重。同時(shí)，為了全人類(lèi)的安康，中國(guó)的真誠(chéng)和無(wú)私支持當(dāng)然起到了至關(guān)重要的作用，中國(guó)的巨大付出不應(yīng)當(dāng)受到任何褻瀆。

我們認(rèn)為，病毒溯源是嚴(yán)謹(jǐn)?shù)目茖W(xué)問(wèn)題，不宜受政治因素干擾。政治不能凌駕于科學(xué)之上。我們堅(jiān)決反對(duì)把對(duì)中國(guó)的惡意揣測(cè)和不負(fù)責(zé)任的假設(shè)與科學(xué)依據(jù)混為一談，把最先報(bào)告疫情的國(guó)家與起源地混為一談。我們堅(jiān)決反對(duì)個(gè)別國(guó)家罔顧科學(xué)和事實(shí)，執(zhí)意出臺(tái)情報(bào)部門(mén)所謂溯源問(wèn)題報(bào)告，炒作已被世衛(wèi)組織-中國(guó)聯(lián)合研究報(bào)告認(rèn)定“極不可能”的所謂“武漢實(shí)驗(yàn)室泄露論”。

我們認(rèn)為，病毒溯源研究是項(xiàng)長(zhǎng)期工作，應(yīng)當(dāng)在全球范圍內(nèi)多點(diǎn)開(kāi)展、循序漸進(jìn)。追溯新冠病毒的起源不應(yīng)僅僅研究某個(gè)特定時(shí)間和地點(diǎn)的事件，而應(yīng)關(guān)注不同時(shí)空的親緣動(dòng)物病毒、早期跨種傳播和早期人類(lèi)感染證據(jù)。同時(shí)，新冠病毒從自然宿主到中間宿主再到人的傳播有可能發(fā)生在多個(gè)地點(diǎn)，也有可能在多地獨(dú)立進(jìn)化，可靠的結(jié)論應(yīng)在更廣的地理區(qū)域和更長(zhǎng)的時(shí)間跨度進(jìn)行數(shù)據(jù)積累和系統(tǒng)研究。正如對(duì)H1N1流感、埃博拉病毒的溯源一樣，新冠病毒溯源是需要持續(xù)探究的復(fù)雜課題，現(xiàn)在還遠(yuǎn)未到下結(jié)論的時(shí)候。

面對(duì)這場(chǎng)全人類(lèi)的重大考驗(yàn)，世衛(wèi)組織在協(xié)調(diào)全球抗疫工作方面付出了艱苦努力，取得的成績(jī)有目共睹。我們真誠(chéng)地懇請(qǐng)您和世衛(wèi)組織秘書(shū)處的各位成員繼續(xù)秉持“努力增進(jìn)世界各地每一個(gè)人的健康”的宗旨，繼續(xù)尊重科學(xué)、排除惡意干擾，為全球疫情防控和病毒溯源工作提供正確指導(dǎo)，不斷提升抗疫措施執(zhí)行效果和疫苗全球可及性。

我們真誠(chéng)希望世衛(wèi)組織秘書(shū)處能夠給予全球醫(yī)學(xué)工作者、科學(xué)研究人員更多支持、鼓勵(lì)和信任，引領(lǐng)他們共同投入到推動(dòng)跨國(guó)科學(xué)研究、提升全人類(lèi)健康福祉的偉大事業(yè)中。我們協(xié)會(huì)醫(yī)療衛(wèi)生領(lǐng)域的全體成員愿與各國(guó)同行一道，協(xié)同研究、共享成果，用專(zhuān)業(yè)知識(shí)和科學(xué)精神共筑全人類(lèi)的抗疫“長(zhǎng)城”。

Letter to Dr. Tedros Adhanom Ghebreyesus, the Director-General of WHOfrom The Chinese Association of Young Scientists and Technologists

Respected Dr. Tedros,

First of all, we’d like to convey our sincere greetings to you. The Chinese Association of Young Scientists and Technologists is a social organization composed of young science and technology talents, regional and industrial professional groups. The members of our association cover all fields of scientific research and technological development. On behalf of all the members, the secretariat of the association has written this letter to question the rationality and scientific nature regarding to the WHO plan for the second phase of the SARS-CoV-2 global origin tracing.

We believe that the previously released report of joint WHO-China study of origins of SARS-CoV-2 has been prepared with the professional study and analysis of facts, carried out by the joint study team of Chinese experts and international experts from WHO and ten countries, over a 28-day period in Wuhan. It represents a rigorous scientific attitude and professional spirit, and its working process and outcome has been widely recognized by the international society and the scientific community. This report is deserved to be respected by all the parties including WHO Secretariat. China has played a vital role in promoting public health of the mankind, and any defamation would be unfair to our sincerity and selfless support.

We believe that study of virus origins is a matter of science, and should not be affected by the political factors. Politics should not be placed above science. Any malicious speculation and irresponsible hypothesis against China that have no scientific evidence should not be mentioned, nor should a country which reported the first infection case be considered as the origin place of the virus. The insistence on the publication of the so-called origin tracing report from the intelligence agency of a handful of countries is against the science and the facts. We strongly oppose hyping up “Wuhan lab leak hypothesis” which has already been recognized as “extremely unlikely” in the WHO-China joint report.

We believe that study of virus origins is a long-term mission, and this research should be conducted worldwide step by step. A single event in certain time and location should not be the only thing worthy of studying. More attention should be paid to the parent viruses from animals, early-stage cross-species transmission and evidence to early-stage human infection in different times and spaces. Meanwhile, the virus transmitting from natural hosts to intermediate hosts and then to the human population might occur in different places, and the virus might evolve independently in multiple places. A reliable conclusion would be drawn by the systematic research and data accumulation covering more places and longer time span. Like tracing the origins of H1N1 influenza and Ebola virus, origin tracing of SARS-CoV-2 is a complex issue that requires continuous research and at present it is far from the final conclusion.

In face of this big challenge for all mankind, WHO has been making great efforts in promoting the international cooperation in terms of the COVID-19 response and the outcome speaks for itself. We sincerely plead with you and the members of the WHO Secretariat to continue taking the mission of “championing health and a better future for all”, and respecting science, eliminating malicious interference, and to provide reasonable guidance for global pandemic response and virus origin tracing, and improving the effectiveness of pandemic prevention measures and global availability of vaccines.

We sincerely hope that the WHO Secretariat would provide more support, encouragement and trust to medical workers and scientific researchers around the world. With your guidance, they would join their hands in promoting the international scientific cooperation and well-being of all people. All the members who work in the public health and medicine field in our association are willing to collaborate and share with their colleagues worldwide, and finally build a “Great Wall” of safeguarding human health with professional knowledge and scientific spirit.

Finally, we wish an ultimate victory against the pandemic would come soon. We also wish you good health and all the best.
